Dual Land Tenure Prototype
Linking village and government land records so neither history is lost.
A research prototype built for my MSc dissertation. It tracks land claims through the real approval steps, from witnesses and village councils up to district and national officers, and keeps a tamper-evident history. The older customary record is linked to the formal title instead of being erased. On a simulated two-organisation network it passed all 18 test scenarios. It is a research prototype, not a production system.
Tanzania has village-based customary land and state-registered land. Formalising one usually wipes out the community evidence behind it.
Witnesses, neighbours, village bodies, district officers, surveyors, commissioners and registrars each make only the decisions they are allowed to make.
Evidence files are fingerprinted, so any later change is detected. A deliberately altered file was flagged in testing.
A village record connects to its later formal title, and the history stays visible.
A dispute freezes changes until it is resolved, and ownership transfers keep their full history.
Parcel search, parcel history and audit records.
Read-only screens that explain each process, built for presenting to examiners.
